The History of the Jefferson County Bar Association
According to retired Judge Edwin L. Snyder, he began practicing law in 1953 in Punxsutawney. Most every Monday, attorneys from around the county would come to Brookville to the Courthouse to file their legal papers and conduct business. There were about 15 practicing attorneys at the time. The attorneys would meet for lunch at the American Hotel dining room and would discuss legal matters, exchange documents and catch up on the news of the day. The Jefferson County Bar Association would meet every couple of months in the same place for more in depth discussion of current and changing case law, which affected the practice of law for the citizenry. Attorney John Aikman was the President of the Jefferson County Bar Association at the time. The custom was to rotate the offices among the members, which practice continues to this day. At that time, the Rules of Civil Procedure that were used for legal proceedings had been in existence from the early 1900's. Each County throughout the Commonwealth had their rules of civil practice and there was discussion about making these more formal. A committee consisting of several attorneys was formed to develop the rules. The Rules Committee consisted of Attorneys Donald J. Dennison, Gerald C. Bish, R. Edward Ferraro, Robert M. Hanak, David G. Matson, Matthew Taladay and the Honorable Edwin L. Snyder, President Judge. The Local Rules of the Court of Common Pleas of Jefferson County supplementing the Rules of Civil Procedure of the Supreme Court of Pennsylvania were revised and promulgated in January of 1985 and adopted for use effective April 1, 1985. In the same manner, the Rules Committee of the Jefferson County Bar Association began discussion on revising the Local Rules of the Orphans’ Court Division which were promulgated in January of 1986 and subsequently adopted for use on April 15, 1986. They remain in use today. The Legal Journal Committee with Attorney Heidi Ulrich Dennison as the current Editor publishes the Jefferson County Legal Journal weekly. It contains Notices of Reports of Deeds, Estates, Sheriff’s Sale of Real Property and other legal matters. Currently there are 56 attorneys admitted to practice before the Jefferson County Bar with most of them having membership in the Association. Dues are to be paid by July 31st if members wish to be listed on the court calendar and arbitration panels for the coming year. Meetings are held quarterly and rotate to different towns throughout the County. Some of the programs sponsored by the Jefferson County Bar Association include scholarships that are available to 2nd and 3rd year law students. Applications are available in July with the deadline to apply in September so they can be reviewed and the vote can be taken at the October meeting. Mock trial teams from high schools throughout the county participate in a competition held in February each year. There have been two teams from Brookville, and one team each from Brockway, Punxsutawney and DuBois Central Catholic. Another annual event for students is Law Day. The Stepping Out Program involves local attorneys and judges visiting the local schools in May to talk about what they do, and about issues they will face as an adult. The Stepping Out booklet is provided to the students as a reference that they can use to ask questions and learn facts they will need to know as they step out into the "real world". Other community-supported activities have included donations to Jefferson County Children & Youth for holiday gifts to children placed in foster care and facilitation of sessions of the Superior Court held at the Jefferson County Courthouse. |
